The deletion message doesn't list a moderator I can reach out to either, so it's not like I can contact anyone specific about it. Is there something specifically "not hypnosis" about a cyclops staring into a hypnotic, multicoloured pool and his eyes mirroring the pool?

After looking into this, while the "not hypnosis" ruling is incorrectly used, the dotted line-body stickperson anatomy means it'd almost certainly fail a QCC vote (the process your image should've gone through, rather than facing deletion for "not hypnosis"). As for the reupload being deleted, that's standard practice for any image which is identical to a version uploaded previously which was deleted, as an identical version would fail to meet expectations of quality/fail to follow rules in the same way the original upload failed, meaning, in this instance, the reupload would've also almost certainly failed a QCC vote.
