It's a free downloable font called "action man".
All right, I use a non-conventional method because I don't want to open photoshop just for that, and Sai2 have less text related tools. Looks complex as fuck, but it's really simple.
If you prefer photoshop, here's a tutorial can help:
www.makeuseof.com/tag/outline-text-photoshop/I'm using Sai2, for Sai2 you could need some knowdledge about layer and mask in order to do interesting stuff, but I could show you the most basic way to do it there.
-I write the text
-then >layer >copy and then rasterize (the copy layer will be a back up)
-I select the whole rasterized layer with one of the selection tools, then Alt+T and enter so it will just select the text.
->selection >dilate selection (I choose a level, maybe 4, 5 or 6) and enter. That will expand the selection.
>make a new layer, fill the outline color how you prefer (for example, using the bucket or a pencil)
