Not even in the slightest. My NSFW blog got banned a month or two ago and they flat out refuse to give it back. If anything it's getting worse over there.

Depends on what the definition of NSFW is.
From Tumblr's community guidelines page: "Visual depictions of sexually explicit acts (or content with an overt focus on genitalia) are not allowed on Tumblr [...] Nudity and other kinds of adult material are generally welcome", they just make you mark it as mature. Things like swearing or sexual themes also need to be marked mature.
Keep in mind, they may view hypnosis/mind-control content as nonconsensual, which some sites don't allow, even if it otherwise doesn't violate rules.

They literally told me it was for NSFW visuals despite any actual porn being censored and the rest coming from blogs not even marked NSFW.

Anyways, i started reuploading my stuff there still, cause that site still has a relatively huge userbase, and isn't some really obscure website.
Currently they don't have any issue with me, so we will see what happens next
