I get to that point, and then I'm not sure what you do from there. There are some names on the side, but I don't know how to start conversations or anything... this is the first time I've tied to use one of these things...

That's the chatroom. IRC is a big idle-fest half of the time so don't worry if chat isn't very active. I'm under the nick "Mugi" there if you want to have a chat on there in the meantime.

If you want to PM someone on there, you can select their name and click Query

That's the PMing chat. Just type a message there and the other person you're querying should receive it.

I do. Nothing happens. No text, nothing.

You might need to download an IRC client then. I personally use mIRC but there are other ones out there too.
