In the kiddie kingdom section of the park there is a fun house. the third part of the fun house is a room/maze of those trippy ass spinning cylinder things, completely dark except for glowing green spiral discs, turns out this part is actually called "the hypno halls"

I'd like to point out that their were a couple of moments in the vault-tec workshop DLC
one being you having to make a soda fountain with a few options of what to put in the soda and one of them was call mood enhancer which put hallucinogens in the soda and after an hour two of the settlers that drank from it started feeling all loopy and and happy,
Two was when you needed to build phoropter to "help" people with their eye sight oh you make it actually help make your settlers eyesight better. . . or you can put subliminal messages to obey your every command to those who use the machine.

now that i think about it, any attempt vault tech makes at mind control seems destined to crash and burn and usually end in violence hell even the mesmetron is a complete crapshoot
