On the popular tags, popular (24 hours, week, month, and year) each one only lists up to 20 images. Is there a reason why each page can't have options to move to the next most popular posts from that time period?

20 images seems quite small and one of my favorite things to do on this site was to go onto the popular By Month and look through all the most top 20 posts for each month, but I always wanted to see which ones juuuuust missed the cutoff for those periods.

Would it be possible to either increase the amount shown for each category, or to have them be ranked and then be able to access and assess which ones were most popular? You can sort things by date and artists, why not by score/# of favorites?

If there's something wrong with what I'm saying and it can't be done that's fine, it's just something I never understood why it wasn't already a function of the site.

I agree with this, I think it'd be an awesome feature. I've only recently started browsing popular posts, and I keep rediscovering old popular ones that I skimmed over originally (or that I just missed). Not that it's a bad thing to be pleasantly surprised by a place you know, but still, some more control over how you'd sort/search for images would be cool.
