As fun as it is to imagine Ilia or some Kaa stand-in going to work on Blake's family, the fact is that RWBY treats its fairytale motifs as a loose guideline. So there's not much reason to assume a RWBY Kaa would act much like Disney's Kaa, let alone have mind control powers.
