$2 for a pic of a character or two with no background, stuck in the blank void that is the PNG file format.
$5 for a pic of a character or two with a background.
$10 for a comic page.

EDIT: Also, do you have a sort of page of what is/is not available from you?

For example, do the 3D models have to already exist somewhere? Or a limit on panels in a comic? What is the expected turnaround?

That kind of stuff, "rules of commissioning", is usually VERY helpful. Keeps things easy for you so people aren't constantly saying "Can you do X, Y, and Z?"

Thanks for letting me know about all of this. To answer those questions:
The 3D models don't already have to exist. I usually make them myself by getting assets from other sites. If I have to make a new model, I'll send it to whoever's commissioning me for approval.
The limit on panels in a comic is 10 max. Please try and stay under that.
Not 100% sure what turnaround is. If you mean how long it takes to complete a commission, it depends. I'd say around a day or two for a single picture, assuming all goes well and life doesn't get in the way. For a multi page comic, probably a week or so.
