Impractical, considering the volume of stories that exist. There's a tagging system for the EMCSA and it doesn't get abused beyond most stories not having enough tags (but then as it's separate to the actual site, that's not surprising.
(An aside - I actually finally started working on my own story gallery site that will hopefully be a bit more usable in terms of searching than Literotica, FA, IB etc. I mostly want to run cash contests and stuff to get more stories written and link up with Patreon to encourage more people to use that. So I'm hoping to eliminate the need for something like this, anyhow!)
A new host is fine, but it doesn't eliminate the need for a central database, as it won't contain old stories and many writers won't know about it.

You can use booru.org to make your own booru for free (the site is owned by our host, slayerduck), and as far as I can tell, at least, there's nothing there that breaks any rules. So long as the images you use for thumbnails don't break any rules, that is.
I know that full well, but there's no point in a database/booru if no one uses it.
