1) I am pretty sure that is already on the hub, but I may be wrong.
2) Just upload it like a normal image; click on the small arrow next to "Posts" and then click "Upload".
Also make sure to tag it properly and leave the source in the appropriate box.

Looked it up. It is visibly different: the one on here is darker, doesn't have cum, the breasts don't move and it and the curtains in the background are closed (which could be why it is dark).
So yes, it is safe to upload.
