Depends what editing software you're using. Most ones can let you add an image and change the opacity, which is what I would recommend for the spiral-y effect on the image. Adding a spiral effect to the eyes can be tricky. Add a spiral image, shrink it to the size of the eyes and drag it over the eyes. Erasing the unneeded bits around the eyes can be tough and you need to be precise, but be patient. As for the glowy eyes, I would use the draw/brush/paint tool with the color of your choice to paint over the eyes, usually in one click/tap so adjust the size accordingly, lower the opacity as well. It'd also help if the software had a 'brighten' tool you could add.
So add a spiral jpg/png, lower the opacity, add the spiral to the eyes and draw over the them with a low opacity.
