EDIT: Seems I got the author wrong. Correct author seems to be Kisenon. They are working on an MC focused tactics game. Though, it's completely in Japanese. Right now there is a 5 minute demo.

Would anyone happen to know how this engine and how to grab text from it?

this is from Kisenon, another artist I believe, Kamen was taking a hiatus from way back in Mar last year.
Kisenon also have quite a record in MC stuff like MM3D captures and recently this, though the game is using another character generator which, in my opinion is far inferior from the MM3D ones.

Also, Kamen was posting a poll asking on which IP should he/she working on, the options were:
1 - sequel or continuation of Amanogawa (aka: Brainwashed Doll Rika story), this is the most chosen option, so... yay, I guess :\.
2 - continuation of brainwashed audition (a recent story which chapter 1 was published in 2018' summer, forgot the month, just right after he finished Amanogawa. It was yet to be posted in here I believe)
3 - continuation of brainwashed highway (aka: the recent model story with the reporter got hypnotized.)
4 - continuation of Azuna the spy, though I doubt he'll continue making the game.

and.. sadly there's no Trap Town option despite all the demands in his Q&A sections.
