Thinking of doing manips, need help
Mainly in the visuals department. Would anyone be willing to help me out and provide some tips/tricks for a newbie like me?

How do you do effects on character's eyes without it looking sloppy and eliminate writing that's in the way without it distorting the picture? I'M thinking of doing a manip of this thing (danbooru.donmai.us/posts/4310651?q=kusanagi_motoko ).

The abswer to both your questions, sadly, is "very carefully". What program are you using?

What kind of effects do you want?

What program are you thinking to use? Sai? Photoshop? Clip Studio? Medibang? etc

Whatever is something I can grab for free. And I suppose I'd gun for empty eyes. Like the whitewash kind, just for simplicity sake.

As for eyes, a lot of people will say that if the program you use has a smudging tool, you can use that to achieve a color gradient for an empty_eyes effect.

I have recently been experimenting with a different technique for empty_eyes. I use the eye dropper to get the colour of the eyes. Then I put that colour on a half-hemisphere from the "3D objects" menu with a "polished metal" sheen. By flattening the hemisphere, the "reflections" off the "metal" also give that colour gradient effect. *Shrug* It is something to try.

As for text placement (if you are not just filling a sidebar), that is a matter of finesse. Try to take advantage of empty space in the picture, obviously. Bear in mind that when reading text bubbles, most people have been trained to read them from top-left to bottom-left, then upper-right to bottom-right. Again, there is a matter of finesse, since you want to tell the story with as few words as possible to keep the size of the text bubbles from covering up the "important parts" of the picture without sacrificing character or clarity of meaning. Try to choose a pic to manip that does at least part of the lifting when it comes to telling the story so you don't have to do all of it with text.. if that makes any sense.

3D paint comes with a lot of computers these days. It is a big improvement over it's much maligned previous version. It has many tools to get you started like the ability to snip specific parts of an image, make 3d shapes, adjust transparency, ect.

Triple: while I don't post anymore I still make manips using GIMP which is free and I know that somewhere in it you can make gradient colours for fills, but I don't use them much

In terms of tool, paint.net is free and great, especially if you find good plugins
