A character is wearing a bikini bottom without the paired bikini top|top; or, it's not shown nor suggested what the character might be wearing on top.
For example, a bikini bottom might be worn while topless.
This only applies to female (and often futanari) bikinis, where one would expect a bikini top to be present; if this happens on a male who is not crossdressing or recently transgender|transgendered, then it's probably a speedo.
