For me its the idea of controlling someone's attire and putting them in an outfit they'd likely normally refuse. Along with that the harem outfit is a...outward symbol of ownership, a semi permanent reminder for you.

I mean in general harem/belly dancer outfits are naturally sexy for majority of guys just cause of how much it shows off of the girl's body but still leaving enough to the imagination. Combine that with the master/sub implications of simply wearing it makes it even sexier for most.
