Octoling shades function exactly the same as hypnoshades with the only difference being that they are aestheticially different.
Octoling shades are used on all Octoling soldiers, where as the hypnoshades themselves have only been used to control Callie_(splatoon)|Callie.
This calls for tech_control and hypnotic_accessory tags.
