Well, she's on my list personally but I'd prioritize Skyla above her. I think I understand what Nadia means, though. There's a fairly wide ration of MC art for Cynthia done by anime style artist.

I know a lot of people tend to favor the earlier trainers (they made their childhood after all :P) but Cynthia seems to be a very appealing target for hypno to a lot of people. I'm not really sure why and I'm one of those people! Maybe someone who knows more about her back story could shed some light on this.

When someone says, "This character is a strong female," isn't that reason enough to come up with some mind control/break/ntr shenanigans? Cynthia was marketed very specifically as a character who is a strong female. She's also one of the most helpful NPCs in Gen 4, her Pokemon in-game have all perfect IVs (hidden stats) and she proved popular in the anime as a "cool" female character.

In short, she's just a great example of a high and mighty character just ripe for subversion.

Strong women are indeed targeted for hypno-shenanigans, but i think in Cynthia's case it has to do with being basically the only "mature" woman in Pokemon canon, outside of the player characters' various mothers.
