Exactly. If a race is unique to a series, most boorus tag them as characters. I imagine that this policy was adopted in order to let people more easily understand what these otherwise seemingly random general tags are without looking at the definition. Though, some boorus go as far as to make tags for any race, unique to a specific series or not, as character tags. For example, I've seen some larger boorus make the drow tag a character tag, and that's not just a DnD race.
"Wtf is Draenei? No definition! Seems like spam. REMOVED."
