I think its mostly a way of having a slower transition, I suppose the movie equivalent would be having a slow panning shot across a screen.
I hate them. And the thing is, those black "panel separators" completely break my focus. A slow pan holds my focus, whereas a panel transition in a comic is a signal to my brain saying "dump last image new image incoming". So in a comic I notice that I missed something, then have to go back and mentally "zoom out" to figure it out.
It's not so bad when used occasionally, but there's a few comics that seem to have multi-frame panels every other page. And I simply don't bother reading them. If you want to show me art, do so in a frame that fits. If you want to show the next frame, then that's okay. Don't break my concentration by making me go back to figure out what I missed.
