That depends, is Svetta the SCP, or is it the speech itself? Because if it's just Svetta, then I'd assume Safe, since I doubt she'd be hard to contain. But if it's the whole speech that continuously gets passed from person to person upon hearing it, then there's no way of knowing how many people out there have already heard the speech and become "carriers". In which case, Keter. Unless you wanna demote it to Euclid just because it doesn't seem too dangerous.
