This particular topic came up in the Official Tags Thread a week or so ago, and an official decision was reached on the matter.
Tags for things that appear in text which are conceptual (dom/sub genders, methods of control, etc.) can be added. However, "Object" tags, which are tags that are usually included because of something being visible in the image (clothing, characters, etc.), are not to be tagged if they do not appear in the image, even if text mentions them.
So, yep, we don't tag characters just because the text on an image says they're there.
