That is how Ladybug was able to develop anti-Akuma charms, and how Hawkmoth was able to make Megakumas and remotely transfer the powers of the other Miraculous.
So... theoretically speaking, the Peacock could totally be used for mind control, it is just a matter of figuring out how.
