Well the only thing you technically got wrong is that the Peacock Miraculous powers aren't mind control. But I honestly don't think that matters for the purposes of this.

I mean... within the lore of the show, the powers of the Miraculous are limited by the imagination of the user.

That is how Ladybug was able to develop anti-Akuma charms, and how Hawkmoth was able to make Megakumas and remotely transfer the powers of the other Miraculous.

So... theoretically speaking, the Peacock could totally be used for mind control, it is just a matter of figuring out how.
