What always irked me about the series is that he doesn't just make people pledge loyalty and then get them to do what he wants afterward instead of using his ability for one-off commands

Later in the series it's implied that he's turned a bunch of people into sleeper agents but this is early on and he's still testing his limits.

IIRC the Geass just doesn't *work* for a "Pledge allegiance once with the Geass, forever be his thrall" type of thing. Even later when he uses it more and creates sleeper-agents with it, it's still very much under a one-off "Do this one thing for me as and when I need you to" type of command.
