Wasnt there an actual canon plot about a female drug lord who used drugs to train girls into her servants, with Rally also getting caught and conditioned for a while?

Yup! Goldie Musou had a drug that caused extreme susceptibility to suggestion, and repeated use to could cause people to be permanently hypnotized into doing her bidding. She used it to build a lesbian harem, take out rival drug lords, and at one point, hypnotize Rally into her slave.
