While I agree with you, that this post should probably have the loli tag. With the reasoning a person searching with the loli tag would probably like and want to see this post (assuming they like the other tags), and a person who has blacklisted the loli tag would probably not like and want to see this post (even if they like the other tags). In this one the image isn't explicit so it would be allowed to stay up. Current site policy disagrees, especially if the reasoning is "because another site tagged it as such" ala Mindwipe on [Pos179262[/Pos

I do think that special preference should be given to sites in which the author themselves picks out the tags (such as pixiv), since it shows authorial intent and while death of the author is a thing; I've seen that be reason enough to add a tag in many other cases that weren't the "hot button issues" such as addressing in which way mc was happening even though the image itself leaves quite a bit of room for possibility.
