Assuming this is a gang being made to think they pay the civilians in their area instead of extorting them, this is altered common sense / unaware

Because gangs extorting civilians involves taking money, and this involves taking it back, is this financial domination? Genuine question

I will say yes because that sounds better than my idea :3 Originally my thought was just one guy who was being attacked by them and with the use of hypnosis is not being assaulted or Extorted by them anymore.
