It didn't turn them into bimbos, it made them utterly dependent on that SOB Red Mage.

It was the cologne that made people fall for Derosa (Said SOB Red mage) and super dependent on them. It was the hairpin and dye had toxic and addictive properties that pretty much corrupted them thanks to the Bloodrose Legion's work in general. (which was made from stuff they previously revered before the city's corruption to boot iirc)
