Run
Services as admin (just search for it at the start menu), find something like
Wacom Professional Service, set startup type as manual, then (possibly optional step) disable
Tablet PC Input Service and restart your computer. That should fix the problem, although you'll have to start the Wacom service from there afterwards.

Or alternatively, get some trimmer wire (~1,5mm diameter), some fine sandpaper (P240 seems to be fine) and fashion the wire into effectively unlimited nibs for a pittance of the price of official ones. Worry not, they don't seem to scratch the tablet surface.
