Up to this point, Blizzard has been doing a very good job of not needing to set up any sort of banned/restricted list for Overwatch like you see in CCG's and elsewhere. The closest thing you could argue as a restriction is the rotating map pool, both otherwise it's all patches and self-selection. Banning a hero outright would have no precedent and both a) open up another news cycle or two of straight criticism and b) remove any remaining doubt of Blizzard management's complicity.
This next bit is a reach, but as a sports fan, I think we all should've realized trouble was brewing when OWL fans reacted to the league commissioner with something other than boos. If you aren't booing the commissioner of your league, something's wrong.
