But the other version of this was deleted because there was jpeg artifacting, aka jpeg compression, on a png image; in other words, there were compression artifacts on what should've been a lossless image.

The image in this manip, assuming you didn't resize it after you downloaded it, is only 23.7% the size of the original (~900x588 vs 2480x3507). One way or another, the image has definitely been resized.
I made it smaller now because they said it was too big or artifacting or whatever. I normally just open the image from gelbooru in gimp and play with it there. I don't resize it

Artifacting is caused by compression. Assuming you use <<simg3.gelbooru.com//image...94ac4ea22719c26546de3.jpg|the full resolution image>>, there shouldn't be much artifacting.
Edit: Also, jpeg artifacting is (usually) easier to spot on smaller images, so always try to use the highest resolution version available.
