Eh, I think it just fits with the trope of having someone from the original heroes team get MCed and face the new hero. Splatoon 2 just happens to have you two new heroes (Agent 4 and then 8).
DB: Xenoverse 2 did the same thing where the first game's protag was MC to be a boss in the late game.

The protagonist of Octo Expansion is Test Subject #10,008, but Cuttlefish decides this is too much of a mouthful so calls them Agent 8 instead.
