Hi, I bring here this found. The movie is Monster Beach, looks like some forgotten movie BUT with some hypnosis material from the main female character. In the "source" there is a link of the scene (02:39)

Hey, someone else knows about this :) My research says it's a Cartoon Network Australia original movie from a few years ago. I've been trying to find a high quality clean version to gif, but it's a hard one to find.

Cool, also a Wikipedia article says they will gonna make a TV series of it, maybe more scenes?
