Generally, since English reads right to left, top to bottom, speech bubbles are placed top to bottom in the order they're said.
When someone looks at this image, they'll read Raven's speech bubble first without even thinking about it and then move down to the other, where she's ordered to do the thing we've already read her agree to do.
Sorry for the rant, it's the final week of this uni semester and adrenaline is high.

While the quality of the work is fine. I'm super triggered by the speech bubble formatting; especially since you see this sort of thing all the time, it's just the straw that broke the camel's back.

Don't you mean left to right? Right to left is Japanese which is why so many manga have on what would be the first page if you were going left to right "Stop, you're reading this the wrong way. This manga reads right to left!"
