Content that causes offense to a majority of users has always been censored, this is not a new rule just one that doesn't come up often.

That's like saying I can post my exact address as long as it's contained within a hypno-themed image.

I feel like the RoC (specifically "Comments with a particularly high chance of causing drama due to their extremely sensitive topics are not to be posted.", "Comments about exceptionally private matters are not to be posted.", and "Comments regarding suicide (ie suicide threats) will be deleted") should also apply to the images because they're just that important.

I assume it's not possible to have my old account of which I forgot the password deleted/restored when I never set up an e-mail for it? Which would be Darkzilla (so the same as this one, but without an h). Not that big of an issue since I didn't upload stuff or anything but it irks me nonetheless.

It does apply to images. Any instance of text on this site, whether it be the text of a comment or the text of an on-image caption, are judged as "Comments". It's just that it's fairly rare for us to have to judge images using the criteria we specifically list regarding comments, and usually when an on-image caption is infringing on those criteria, it's also infringing on one or more of the image-specific criteria.
