That is Senpai from Tejina Senpai, and there is an episode about her attempting stage hypnosis, failing, and ending up hypnotized to partially strip and to think she's a cat. So yes, she has hypnosis-related lore.
On the right is Hotaru from Dagashi Kashi. I do not believe she is hypnotized in-series, but she frequently displays spiral eyes when she gets carried away and obsessed, and since her personality is very similar to Senpai, it makes sense to pair them up.

Isn't the first when you mentioned (hat one or not hat one?) the girl from the clip I saw where she scratches the guy after he makes her act like one?
