1. It's fine! The fact that there isn't some complex thing I'm missing by not following means I can sit back and enjoy the yuri. 2. INDEX CARDS?! I didn't realize before. I thought it was normal paper. Jeez the detail you can cram onto something so small is amazing.

800 forms of Artoria later. Once you have rolled for every possible permutation of Saberfaces, Sakurafaces, Jalters and, i dunno, more Prototype Servants? THEN you will be allowed to roll for Avenger Boudica ... and then maybe a few years after that; Fate/Strange Fake

She's actually a pretty solid 3* rider, it's just her NP is completely useless. The Chariot of Boudica is supposed to increase Agility and evasion, but, there is no AGI stat aside from the data spread on the servant Info page, as well as there not being any evasion or dodging mechanics.
