Honestly the placement of the 'stache makes her brooch look like a Mario nose to go with the frill on her neckline looking like a bit of hair. It's like there's a face on her chest.

For starters, tools don't make the artists. Software won't magically make someone a better artist/animator, only practice does that. I can't recommend a specific program since what your needs as an artist and the needs of your project can vary greatly.
Okay, with that out of the way, let's talk about software. I primarily use Adobe Animate CC (Flash) to animate. I've used it for more than a decade, so I'm just more comfortable with it than other programs. So what are the pros and cons of Flash in my opinion.... The biggest problem I have with Flash is the drawing tools (brush/pencil) are really rough and hard to get the kind of line art people expect from art software. Being vector based software (most other animation software is raster based), I use the line and shape tools to build the art over top of the rough drawings. It can be a slow extra step though. It really comes down to being a very different approach to doing the art.
The biggest asset in my opinion to Flash is how symbols can be used to compartmentalize the art and nestle timelines within timelines. A symbol in this case is a graphic/image with it's own timeline built in. So with a traditional animation, the timeline would have a sequence of drawings that make up the animation. With Flash, the timeline would have symbols placed and moved around, and withing the symbols would be more timelines with more symbols and drawings making up the animation.
For example, the hips have it's own symbol. Inside the symbol are all the drawings of the hips on a timeline (see the bottom left where the hips rotate from left to right showing 3/4 and front angles). Outside of the symbol on the main timeline you move it around following the ∞ motion path.
What program would you recommend for animating like this? Last one I tried turned out to be early development and kinda buggy and I ended up having to redraw every frame by hand anyway. xD
