Rather than defeating the hypnotist as she thought she did at the end of the first manip in this series (and receiving the reward of the second), Twilight was hypnotized by the villain as well (which is why she still thinks she's won—she's been hypnotized to think that). Celestial and Luna have been hypnotized since the first one (when the hypnotist got Twilight) and Cadence must have been added to the harem sometime afterwards.

hmmm, I don't think it's star's wand... it has a heart centrally [instead of a star] and the wings are tiny and golden, instead of large and white
...of course, the wand changes depending upon the possessor
it might be one of sailor moon's wands, to which it looks similar, but not exact.. I thought it might be the sailor moon vibrator wand, but that looks more like her first crescent wand
