When all other methods fail, sometimes the best course of action is to use a laser to burn out your patient's frontal lobe.
Also, boy howdy it has been a bit since I've done lobotomy stuff. Mainly because lots of folks do not like it. Which, y'know, fair. The idea for this just popped in my head and I decided to do it.

To each their own, dude. As long as you don't ACTUALLY build the giant laser to burn out Harley's brains or cut off James Bond's balls, it's all good.

Apparently, this is taking place on the Earth of the Justice Lords.

Yes, on a network broadcast TV show, they depicted an alternate dimension where an alternate version of the Justice League took over the world and dealt with supervillians by having Superman combine his heat and X-ray vision to lobotomize them.

BTAS had to figure out how to make Joker a legitimately dangerous and scary murder clown without being able to have him, you know, murder people. It's no surprise they got good at getting away with things.
