It's only a matter of time before the ZPD takes her into custody for prostitution. She may be too stupid to give them Bellwether's name but her nightly activities will be put to an end.

Is it really prostitution if she doesn't get paid? from the looks of it she's giving it up for free and there's no laws against two adults having consensual sex for free.

While you make a good point, I would still imagine that, based upon her attire and MO, that vice officers would run across her eventually and recognize her as a former officer/missing person.

Then again, possibly not. The film didn't give us much insight into the overall competence level of the ZPD. And if Bellwether is working behind the scenes to sabotage their work, one missing rookie (I assume this scenario takes place prior to Bellwether's arrest during the film's climax) might not cause much of a stir.
