Manipulate Materia can be pretty handy.

Yeah, did research on the FF VII Remake and it lacked Manipulate but did have Slow, Silence, Stop, and Sleep under green magic materia so just concluded it would be the same for the now missing manipulate materia without checking the OG game's lore. Thanks for alerting me tho, can keep that knowledge for the future.

No it's not the same. All of those statuses can stack but none of them are indicative of any sort of Mind Control.
That aside.
There is also an accessory in VII that increases the chances of Manipulate working called the Hypno-crown. Clearly taken from the slave crown in VI, but for the manipulator not the manipulated.
