Also, rather than a Joo-dee, in my interpretation, they realize her valuable chi-blocking skills and acrobatic prowess. As a result, they turn her into an agent of the Dai-Li. Her skills will serve them well :)

A concept I've been working on is fanfic of Ty Lee being brainwashed by the Dai Li but her conditioner actually falling for her so there's the dilemma of carrying out his orders or risking the consequences of saving her, or even perhaps maybe molding her for his selfish desires.

Also there's a fantastic fanfic already out called Lake Logai which tackles Azula, Mai, and Ty Lee being brainwashed by the Dai Li and it's amazing imo- like the hypno scenes are so well done
