I love this series, love the latex goo. But if this is Cerberus, wouldn't they want the humans in charge (kinda had an idea that the goo could transform aliens into humans or human-like drones)
Lore-wise (you know, aside from the whole 'It's what Belgian wants and he's the one footing the bills' thing ^^; ) Cerberus would have preferred to have the humans in charge. That's why, officially, Liara is merely the Normandy's intelligence officer while Shepard and Miranda (as prime specimens of humanity) are in charge of the ship and day-to-day operations.
In reality, though, the Illusive Man has determined that Liara is better suited for the task and has her report directly to him, as well as giving her the authority to override the others' autonomy settings whenever she wants.
