The presumption is that they do not have access to ways to make a more perfect mind control. The surgery aspect for example grounds it in a level of artificial realism. Like, it's a technology just barely outside of what reality could achieve, and you could imagine it being real if you don't think too hard about it. They can't just zap her with some high tech gizmo that magically rewrites her loyalties and reshapes her body to perfect form.
