This doesn't really look like dark skin to me. It just seems like a lot of shading over a grayish complexion.

It's still darker than the usual Caucasian/East Asian skin tone. Plus, it's Shauna.

Fair enough.
On another note, wouldn't it make the most epic cross fan-fiction if someone wrote a story where Staryu could also evolve into a Starro-like pokemon? (Accept it attaches it self to a the upper for head like in this image so that the eyes are still showing.)

hitodeman (or Staryu), I didn't think had this capability. but, dokukurage (Tentacruel) used similar on nyasu (Meowth) in an early episode of the series. And, Sana (Shauna) resembles Mei from Black/white2.
makes me double-check, usually!
