After re-watching the hentai I think what L12 means is they use normal eyes as if they aren't under hypnosis. Which is kinda dumb in my opinion.

Yes, they just changed the lighting in the background. They also do it in Kyonyuu Daikazoku Saimin's ero-anime adaptation, but they do include the empty eyes too there.
