Haigure comes from an episode of crayon shin-chan, an anime. the basic idea is that a beam of energy comes out, corrupts you and changes your clothes to a swimsuit (or less), and you gesture emphatically at your crotch while chanting "haigure" [this is approximately what happened in that episode].

It's not too different from showing someone in a classic svengali style trance pose, with arms straight out, a blank expression, and a goose stepping walk. Proponents of haigure suggest that, visually, haigure shows off more of the body and points to the crotch, making it more sexual then a stiff robotic trance
