Before this gets flagged! In Tenkuu Shinpan the Masks are code encrypted masks that 'hack' into the wearer's brain and initiate commands. The one she's wearing is a smiling mask which controls her every movement/thought/action. Most times the people under the mask are aware but sometimes they're under full mind control (i.e. Yayoi). The wiki, manga or anime explains it best to be honest
