So the thing about the old Marvel GI Joe comic is that the Joes themselves are just generic good guys. A few of the original cast and maybe a few more get actual personalities or character development, but most of them are just military specialties with a relevant code name and costume. At most they get a silly personality quirk.

So that leaves most of the dramatic heavy lifting to be done by the villains. In the standard comic book of this era (and to a limited extent still today), the plot is driven forward by the Soap Opera interactions of the hero's daily life and his superhero identity. In the Marvel GI Joe book, the plot is really driven forward by the villains all having backstories and motivations that lead them to constantly backstab each other.

I'm not saying that it's like, an intentional inversion or anything, but it's kind of interesting to step back and look at the whole thing. Or maybe I'm just full of myself. I would also note, that in this "Ninja Team" era, a lot of new characters got introduced, and old characters got redesigns. I feel like this probably the worst Cobra Commander design ever.
