To get straight to the point, absolutely not.
Their hypnosis takes advantage of the weakness and cracks in people's minds.
This is why laypeople are affected, but a psychic's mind is strong and has no cracks.
If there **was** a psychic-type Pokemon that could get me to submit, I'd be happy to meet them.

So, without an accurate translation, this one was hard to tag. The POV is definitely asking Sabrina if hypnosis works on her, Sabrina says it doesn't, but there are two ways I could read the next section:
1. It really doesn't work on her and Sabrina decides to punish the POV by hypnotizing them instead (in which case this is [[femdom]] and [[turning_the_tables]])
2. Sabrina is hypnotized and just doesn't know it (in which case this is [[femsub]], [[unaware]], and [[hypnotized_dom]])

I think you're right. She wouldn't start stripping before beginning hypnosis, that's for after when you've got them under.

Well, with a translation now in place (thanks extreyextrey), it's pretty conclusively case 2. That being said, I find the idea of the hypnotist starting to undress even before hypnotizing the POV pretty hot. Might have to save that for a manip later...
